Acceleration of Customs and Excise Licensing

To support the implementation of Presidential Regulation No. 91 of 2017 regarding the acceleration of doing business, the Ministry of Finance has issued a regulation No. 29/PMK.04/2018 regarding the Acceleration of Customs and Excise Licensing in the framework of Ease of Doing Business (“PMK-29”) dated 28 March 2018.
Under PMK-29, the following Customs and Excise licenses can be submitted through the Indonesian National Single Window (INSW) in the framework of Online Single Submission:
- Registration for obtaining Customs Access
- License for Bonded Stockpiles, which comprise bonded zone, bonded warehouse, duty free shop, bonded exhibition area, bonded auction place, bonded recycling zone, and bonded logistic centre
- License for Import facility for export purpose (“KITE”)
- License as excisable goods entrepreneur (“NPPBKC”)
The timelines for obtaining the above licenses are significantly reduced, as summarized below:

In brief, the procedures for obtaining each license are as follows:
Registration for obtaining Customs Access
- Customs registration application is submitted through INSW.
- The approval for Customs Access will be provided through the system within no longer than 3 hours.
Licenses for Bonded Stockpiling
- The applicant submits the application to the Ministry of Finance through the Head of Regional Customs Office or Main Customs Office, via INSW. If the submission via electronic means cannot be performed, the application can be submitted manually.
- The head of the Customs Office should conduct a document verification, field audit and issue the minutes of field audit no later than 3 working days after the date of readiness for field audit as stated in the application.
- The applicant shall then conduct a workshop / explanation of its business process to the Head of Regional Customs Office or Main Customs Office no later than 3 working days after the issuance of minutes of field audit.
- The Head of Regional Customs Office or Main Customs Office should issue the approval or rejection within one hour after the workshop.
Licenses for KITE Facility – Drawback and/or Exemption
- The applicant submits the application to the Head of Regional Customs Office or Main Customs Office, via INSW. If the submission via electronic means cannot be performed, the application can be submitted manually.
- The head of the Customs Office should conduct the document verification, field audit and issue the minutes of field audit no later than 3 working days after the date of readiness for field audit as stated in the application.
- The applicant should conduct a workshop / explanation of its business process to the Head of Regional Customs Office or Main Customs Office no later than 3 working days after the issuance of minutes of field audit.
- The Head of the Regional Customs Office or Main Customs Office should issue the approval or rejection within one hour after the workshop.
License as Excisable Goods Entrepreneur (NPPBKC)
- The applicant submits the application for
1. field audit on the location to be used as a factory, warehouse, business field, etc.
2. obtaining NPPKBC.to the Ministry of Finance through the Head of Regional Customs Office or Main Customs Office, via INSW. If the submission via electronic means cannot be performed, the application can be submitted manually.
- The head of the Customs Office should conduct a field audit within no longer than 3 working days after the date of readiness for field audit, as stated in the application.
- The license application can be processed after the field audit, and the minutes of field audit are attached to the application.
- The head of the Customs Office conducts a document verification and issues NPPBKC within no longer than 3 working days after the properly completed application is received.
