Simplification of Routing for Clearance of Goods Imported for Use

On 21 April 2022, the Directorate General of Customs and Excise (“DGCE”) issued Regulation Number PER-2/BC/2022 concerning Fifth Amendment of PER-16/BC/2016 concerning Implementation Instructions for Clearance of Goods Imported for Use.

The purpose of this amendment is to simplify the routing for clearance of goods imported for use. This simplification is done by eliminating the yellow lane. The Yellow Lane is the process of service and oversight of clearance of imported goods without a physical inspection but with examination of documents before issuance of the Goods Clearance Notification (SPPB).

With the elimination of the Yellow Lane, there are now only two channels for clearance of imported goods (previously three), i.e. the Red Lane and the Green Lane.

It is expected that this will enable the shipping sector to develop better.

PER-2/BC/2022 came into force on 25 April 2022. Clearance of imported goods that was already designated as going through the Yellow Lane for which the SPPB has not yet been issued will be completed following the previous provisions as stipulated in PER-16/BC/2016 as most recently amended by PER-09/BC/2019.
