Anti-Dumping Duty on import of Duplex Board from Republic of Korea, Malaysia, and Taiwan

The Minister of Finance (MoF) recently issued MoF Regulation No. 40 Year 2026 concerning the imposition of Anti-dumping Duty on imports of duplex board products originating from Korea, Malaysia, and Taiwan.  The products subject to this additional duty include multi-ply paperboard, weighing from 210 to 450 grams/sqm, with a predominantly white top surface and a grey back surface, falling under tariff lines ex4810.32.90 and ex4810.92.90.

The rates imposed range from 19.0 USD to 140.0 USD per ton, depending on the manufacturing company in the country of origin, as described in the following table:

In addition, importers are required to submit a Certificate of Analysis (CoA) containing information on the brightness level of the duplex board upon submitting the customs declaration. In the event of failure to attach the CoA or attaching a CoA that does not state the brightness level, Customs officials will conduct further examination. This MoF Regulation was enacted in Jakarta on June 3, 2026, and promulgated on June 11, 2026. The provisions took effect on June 25, 2026 (14 days after the date of promulgation) and will remain valid for a period of 5 years.
