BPS Regulation Number 7 of 2025: KBLI 2025 Update – Aligning with the Digital Economy and New International Standards

The Indonesian government, through the Central Statistics Agency (BPS), has officially enacted Regulation Number 7 of 2025 regarding the Indonesian Standard Industrial Classification (Klasifikasi Baku Lapangan Usaha Indonesia – KBLI).
This update is a strategic move to align Indonesia’s economic structure with the International Standard Industrial Classification of All Economic Activities (ISIC) Revision 5 and the rapidly evolving modern industrial landscape.
What’s new in KBLI 2025?
The KBLI 2025 framework now expands to 22 Categories (up from 21 in KBLI 2020) to better reflect new business models and technological advancements. Key highlights include:
- Digital Economy & Media: Explicit recognition for content creators, digital intermediation services (such as marketplaces and online health consultations), as well as podcasting and streaming activities;
- Future Tech: New specific codes for Artificial Intelligence (AI) development, crypto assets, and the use of drones— both for recreation and Unmanned Aerial Vehicles (UAV);
- The Green Shift: Dedicated codes for carbon capture and storage (CCS) activities, alongside more granular classifications for electricity generation based on renewable vs. non-renewable sources; and
- Factory less Goods Producers (FGP): A major shift for companies that own Intellectual Property (IP) but outsource their manufacturing (e.g., skincare brands without their own factories). In KBLI 2025, FGPs will be coded according to their industry rather than being classified generally under trade.
All businesses and taxpayers currently using previous KBLI versions must adjust to the KBLI 2025 standards within 6 (six) months of the promulgation date (December 18, 2025).
KBLI 2025 will serve as the primary reference for business licensing in the OSS system, statistical reporting, and sector identification by other authorities like Bank Indonesia and OJK.
